This is what Italy reasonably expects from Europe. Then we have to continue with our homework; and once again growth is the key word. From tomorrow, the Government will start a series of meetings with social parts. The key theme on the table is the labor market. On this point the prime minister gives dialogue fundamental importance. But he sends out a message that is loud and clear: «while judicial aspects are important, it has to be clear that we are facing a problem of lack of growth and a malfunctioning of the economic system with a resulting high unemployment among young people.» This is the starting point for Monti: fresh attention has to be given to the economic consequences of what will be done in terms of labor. «Rights and safeguards certainly have to guaranteed, but giving equal importance to the impact on activities. Too many times,» is the long-standing idea of the prime minister, «more attention was given to ethics of attention and less to the ethic of responsibility and therefore the direct consequences on interested parties.

Instead, we need pragmatism. Also the head of State, on the other hand, underlined how social cohesion is also an economic value, but it has to be achieved with instruments that do not penalize competitiveness.»
It will be a difficult negotiation; and Monti is well aware of this. Maybe this is why he strongly reiterated, speaking in Reggio Emilio, the Government efforts against tax evasion. It is not possible to ask workers and everyone for sacrifices if there are people who continue not paying taxes, was his key reasoning. It is necessary to avoid excessive taxation and audits have to be respectful, but they have to be carried out and who carries them out has to be supported so that everyone pays the taxes they owe.

Then the consideration, again in Reggio Emilia, on the need of not putting hands in the pockets of Italians. Monti repeats it also in private conversations: «it never convinced me because, to say the least, it is incomplete: it is not just the State to put its hand in the pockets of citizens, it is also tax dodgers to put their hands in the pockets of who does pay taxes and rent seekers, those who enjoy monopoly positions, to put their hands in the pockets of consumers.» In the decree «we approved there are therefore important measures to contrast tax evasion and now we will also approve those to favor liberalizations.» The Government, responsibly, did not indicate the tax evasion revenues to cover the budget. Therefore, Monti's hope now «is that that tightening brings to further revenues that can be used, at least in part, to reduce taxes on production, labor and households.»

He is still skeptical, on the other hand, on the possibility of reaching an agreement, like Germany or the United Kingdom, to recover revenues from capital brought out of the country that escaped the tax net. «There are advantages and disadvantages to those agreements. There is also strong criticism at a community level also because they represent in any case some form of amnesty. This is also why attacks from forces that traditionally were harsh on amnesties surprise me.»
In terms of taxes Monti also gives great importance to the job carried out by Vieri Ceriani in terms of tax breaks. «Not by chance I named him undersecretary; his cataloguing is fundamental to the reorganization that I deem necessary.»

It will be another not easy passage for the Government. Again the relationship with public opinion will be important, even more than the necessary support from parties in Parliament; and in this sense, Monti is aware that there is a chapter he cannot postpone: those of costs of politics. He did not appreciate in the slightest the fact that the clarification that the Government does not have jurisdiction over salaries of members of parliament was interpreted by some as the Government not wanting to have anything to do with it. The hope is that Parliament quickly does what is under its jurisdiction. «Certainly the Government will soon take strong measures on costs of the political and bureaucratic system.» Monti does not want to say anything in advance, but he assures that the job is «very much underway.»

In terms of the electoral law, on the other hand, the prime minister reiterates the choice of wanting to respect dialogue and the decisions that are being developed between parties. However the hope is that an agreement can bring to a political system that is less characterized by conflicts and that is more effective, after the parenthesis of the Government of technocrats.

What about the conflict of interests that are sometimes raised for the members of the government? «Within the terms (within three months from the creation of the government, journalist's note), we will publish the foreseen transparency declarations and it will be clear that there are no positions of conflicts of interest. We will go beyond all interpretations, also the most extensive, of the rules.»
